What is it? Can it be a canonball fuse?

I dug this recently at a site in South Texas. In the general area I found some cannonball fragments and 1860’s artillery buttons.

I am thinking it is a fuse of some sort. It is steel with brass end caps and a brass pin in the top. The steel looks to be one piece with groves in it.

Thank you.
