Could very well be hobby made but there is no signature soooo Unless someone has intimate knowledge of the piece we are stuck. I think it was made in the 70's

Welp here are 2 observations I made...

#1. It is of "Asian" style... bamboo styled.
#2. It is at least 50 years old... due to the glazing cracks. BUT ! Fake/on purpose glazing cracks have been perfected by the Asians.
