i am really guessing here but is that the vase that goes into the ground near a headstone? most of it is buried and the vase can be turned upside down and goes down into it when not in use. just my 1st impression.

the chain in the vase thing attaches the vase to the base so some square cant swipe it.

could be an above the ground vase thing for the grave also. just guessing, but it sure seems like one. spent a lot of time at cemeteries this past summer.
