Well in that case, an envelope opener (missing its handle) for a size #13 Booklet envelope, a #16 Policy envelope, or a #10-1/2 or larger Catalog envelope.
Seriously, just looks like an envelope opener to me too.
The actual exposed blade area would only be about nine inches, with the handle still attached.
