The only problem with it being a vanity table mirror is vanity table height's are sit down 26-29 inches and standard bath vanities are 30 to 34 inches so you would be looking at your chest or belly as it doesn't look very tall.That would be why I would think something framing something else, that would be used at eye level not belly button level.

Yes the image or what ever would be at 8 inches the top is at 10 inches

It also has four holes at each end of where the insert would be I'm guess those were little notches hat were moveable to take what ever it was in and out.......kind of looks like a little stage

It is Victorian with the scary looking cherub. I think it had a mirror in it.
