Found near Annapolis, MD in an area known to have CW artifacts though am not suggesting that is the origin.
I think is brass, about 2cm high, hollow about 1.6cm diameter. The pattern is a repeating small cross within a hollow cross and upward and downward 3 pronged not quite like a fleur de lis, more like a bird track or leaf. There appears to be a joint at one point shown so I assume was rolled from a sheet of something on which the pattern was stamped. Wondering about a tassel or cord decoration?

After taking a better look at it, I think it is a ferrule off of a Civil War era mechanical pencil, similar to those on this one:

Attached end photos. That certainly looks promising, though the thing I have looks slightly larger than those. Hard to tell. One end is flared where other (damaged) is plain. Quick search so far shows no pictures of similar in better shape. Thanks!!

1.6cm doesn't seem out of line.
