Does it have any kind of smell if scratched.That might give you somewhere to start.The bottom being carved also maybe it was an ink print block.

Considering you didn't offer any background info on this piece, I'd say it's likely made of a synthetic resign.
Possibly made as a votive offering, more likely just for decoration.

I'm going to chime in with the others that said it's a 3D printed piece. I've got a couple of 3D printed things on my desk and it's obvious to me that the same process was used to make this.

You can smooth this little guy out using acetone vapor. I'm not completely sure about the process but you can Google it.
