Appears to be an axle cap.

It could also be a doorbell. The kind with a knob through the bell. Twist the knob and the bell rings.

Right now I am going with the axle cover....I just added it to my scrap bucket. I won't throw it out until I know what it is for sure.

the hole in it looks too small for a axle cover looks like a door bell ringer to me, copper wouldn't be a good choice for a cover on a axle would it? looks a little fancy for that too

I think that IronSpike has got it in the second pic.
One of the first electric lights ceiling spigot/cover thingy :-\
