What is this found on bank of Hudson River

Found this along shore of Hudson River in Cold Spring, NY a couple years ago. It just caught my eye right along river edge. I've never been able to tell what it is. Seems to be made of clay or stone. The front is a face. Note opening at mouth. The bottom is hollow. It appears to be broken off of something else. Also included side and back views. It's about 1 1/8 inch long. Almost inch tall and 2/3 inch wide. Maybe this was from some sort of pipe? The face does not appear to be friendly. Thanks everyone.

ore than likely ballast stone from one of the many ships

A ballast stone that is about half the size of one's thumb? I'm thinking maybe that's incorrect.
