It is a calculation chart or multiplier chart for something.

Read the numbers across from left to right.

The first column is X1, the second column is X2, the third is X3, the fourth is X4.

125 250 375 500
130 260 390 520
140 280 420 560

I can’t really tell much about the left edge. Are there more numbers?

Some info/context of where found (near or in a river, near a road or highway, near a home, etc., etc.) might help with the identification.
