Milky quartz. Many of those of that shape are used for garden landscaping.

Your item looks very similar to a gastrolith (gizzard stone). When Gizzard stones are found they still retain that shinny surface that is different than creek washed stones. Here are some Gastrolith's that I have found here in Montana.

It also resembles a partially melted marshmallow.

It's water tumbled quartz. Very common.

If the quartz has no cracks or major flaws it could take a high polish.

Then it would resemble a jellybean. :thumbsup:
