What kind of button is this?

My dad has 4 or 5 more of these, and a few smaller ones too. My question is what are they, and when are they from? On the back it says "Scovill Mfg Co Waterbury". Thanks in advance.

You asked "when are they from?" Your "Great Seal" US Army buttons have a raised rim, and do not have "black finish" on them, which means they are from no earlier than 1923. The Scovill Manufacturing Co. stopped making buttons in 1962. So, your buttons date from sometime between 1923 and 1962. There's no way to narrow the dating any further.
