Hi! Dane thanks for the feedback, I don't think it was deliberately made but then again there are some good shisters out there that I wouldn't put it past them.
 

When proof coins are struck there are at least two and possibly more strikes to ensure that the metal flows fully into the die. Normally this is in exactly the same place, but if not then on the second (or later) strike some of the design created on the first (or earlier) strike will be flattened. Because of the difference in work hardening, you will see a faint version of the first strike. That this coin passed quality control is a reflection on the quality control at the Mint!

I would call this a defective proof. Others would call it a double strike and like it. Thank the Lord there is a wide range of types of collector in this world!! ;D
