What the heck is it ?

I found this between the sidewalk and the street, close to a telephone pole. I think it is iron or some iron alloy. If you can see it, there is a wear ring, as if were attached to something else, on the "bell" end of the object. If you were looking from the end, the block on the end that is not "bell" shaped, has a hole (about 1/8" in dia) in it. I have asked a lot of young and old, and no one has a clue.
