Could it be a watering trough for livestock? It looks awful heavy for a planter.

So do you think this would of sat on top of something for the water to drain out or did they have it on the ground

I'd say the context of where you found it could help determine its purpose.

Near a spring, dump site, homestead, overgrown former pasture?

The fancy scrolled sides would not be for watering livestock. I would guess it was made to sit over a spring like a small cistern.

With the decorative top edges, it's a planter. No idea on age though.

Do you think it could be some kind of drinking water for people

With the drain hole I would guess it is a concrete planter.

I really don't think that it is a planter because of it's downward angle both on the outside and inside. Plus the higher back would obscure flowers, plants. I think it was definitely use for water drain off. Maybe it was part of an old gutter basin?
