Yes, some sort of ladle. Seems small for gravy, I would think perhaps sauce or condiments. Long long ago and far far away I went on a tour of the Hearst Castle, and WRH had the ketchup on the table in bottles, to remind the guests they were camping. That tells me they didn't always serve that way, and they needed small ladles to dip out of a bowl.
Don't for a minute think I'm and expert on how rich people eat, it's just my swag.
I did a websearch for the maker's-mark on your ladle, "Sterling Stieff Pat", and found info which says the marking dates from the 1930s. Vintage Stieff Sterling Strawberry Serving Spoon from yellowgarageantiques on Ruby Lane
