Seriously....maybe some type of small saw...when the shell is new its pretty tough....also seen larger ones called combs in some books.....neat piece....wouldnt be surprised if you find some pottery with that piece as well ::)

Where are you located, and what type of site is it? If it's Woodland or Mississippian site then I would say it's a hoe. They attached it to a stick with sinew, and they looked a lot like today's modern hoes.
 

I thought maybe a fish scaler but I aint got a clue. Goose-feather-puller-outer would be nice but it didint work, I tried it ::)...d2

I have done a bit of looking and the closest thing I can come up with is a spoon. There are several listed with serrations such as your shell has...most not all the way the length of the edge, but about half of it. My guess...spoon.

That is the consensus around here also, spoon. So now that it's unanimous that is what it will be refered to from now own, a spoon...d2

fish-scaler. i saw one in one of my artifact books listed as such. i believe it was mississippian culture.
