Whats a fair offering price for 1853 1/2 dime with arrows?

A gentleman im working for found out I love old coins and MDing. The other day he showed me a 1853 half dime with arrows in what I'd call fine to very fine condition. Its not slabbed or anything, just in one of those cardboard squares. The details are very nice and its kinda getting a rainbow color. I did not see a mint mark. I.d really like to have it but have know idea what a good offer would be. A fair for me and fair for him kinda offer. I know pics would help out greatly but believe me when I tell ya, all the details there and has pretty minimal scratching. Anyone have any thoughts? If I do end up buying it I will certainly update with pics and we can see if I did good.

$20 is a very fair offer. At $30, you would be overpaying (if it has scratches as you stated).
