What's wrong wtih this memorial cent

Ok guys, I have a question for you. I recently found a memorial penny with something wrong with the surface of the coin. The reverse of the penny seems to be fine, just the obverse seems to be coated in something. Sorry for the picture being kind of blurry.

It's hard to tell from photo's ~ it's better to see the coin in person ~ but I'm pretty sure that this is what's called STRUCK THROUGH A LATE STAGE CAPPED OBVERSE DIE.

Can you post pic's of the reverse (back side)? I assume the reverse looks "normal".

OK ~ I'll try to explain this error the best way I can . . . .

An unstruck planchet goes into the coining chamber and gets struck . . . . the coin fails to eject and adheres to the obverse die . . . . . then more planchets are fed into the coining chamber while the first coin is still stuck to the obverse die (capping the die). . . . . the coin from the first strike has now blocking the obverse die face resulting in the coin you have here. I bet your example is a few dozen strikes after the first coin that stuck to the obverse die. The first few strikes will have what's called mirror brockage. Mirror brokage is rarer much more desirable than struck through a late stage capped die.
