Wheel or handle?

Could be a wheel off a toy or a handle for something? Found in southwest MI.

I’d need to see a view of the edge. It may be the flywheel off of an old toy steam engine.

Here’s a picture of what I meant. They came in various sizes and spoke configurations. Some were remote work pieces (shown) and some were mounted to the boiler-driven engines.
