Where do i begin?

At first I thought this was a fossilized snail shell. But when I flipped it around I noticed the hair. I found it in a indian village site I've been hunting but I can't say for certain it's native made. Definitely carved for sure though.

It may very well be. WhT throws me for a loop though is that big curl in the back and the way it's notched out for facial features. The back side is flat.
