Not quite sure. My observation is that the signature looks like it says "Nav Dye" and I found the following ebay listing when looking. The design (minus the motif) looks similar, however it is a pretty basic pattern to start with.

The signature looks like it could match. The felts are blocking my view. The maker seems to be "Nancy Dye, " so it is similar to my interpretation on the sig. I'm pretty confident we found the right path here.
