I feel that this is a sugar bowl that is missing it's lid. It was likely made in Japan for export to the west and is trying very hard to replicate Sèvres Porcelain, which was very popular in 1753. I feel this piece was likely made in the late 19thc.

Here is an example of what a Sèvres Porcelain sugar bowl really looks like.
