Not knowing where it's been (maybe a cement mixer) it's hard to guess how that happened but it most surely happened after it left the mint. The good news is it's worth 10 cents.

It has been acid dipped.The acid ate away the copper core before the outer clad.

I was looking at and found nothing unusual, I find those worse than that all the time in the saltwater. The copper is less noble than the plating, and gets corroded away. Dissimilar metals. Sometimes it is 1/16th of an inch deep, you can hook your thumb nail in it.
