It looks like a flipper bone from a whale but I'm not sure. Someone in my shelling club recently found a whale epiphysis (cookie - vert end cap) on a Naples beach and I have found the odd shark tooth at the same beach. I have something very similar to your fossil that I found in the Virginia miocene. I'm pretty sure I was told flipper bone.
