Most likely silver plated. Its hard to look up hallmarks with just a description. It would work better to get a picture then post it here or look it up yourself.

Or it could be an English Hallmark if the "fox" is really a Lion. I agree, need pics for this one.

A Kiddush Shabbat set is usually only 6 cups. Did the tray look a little crowded? It might have had part of a 2nd set. I see them sometimes, always stop and examine, but never found a sterling (or 900 or 800) set.
