Would you claim this an arrowhead?

It would have to have some chips taken off an edge or two to count. I don't see any from the pics.

No. No edge chips. Looks to be just a piece of granite, which is not even a material used for arrowheads.

I suppose if you tried to mount it on an arrow shaft and tried to hunt with it you would find out real quick if it was an 'arrowhead'.
