Bale seal?

I found this and i think it is a bale seal. It gave a good mid tone on my at pro. It wold be great if someone could confirm if it is or isn't.

Those are used for multiple uses such as securing valve tags, water meters and many things to either hang or make tamper proof. Some old electric meters used to use them as well. If you're a company you can them with with you company initials or what ever you want.
