Yes, they are artifacts. If they have no usewear, they are preforms/blanks that haven't been reduced to finished tools. If the have usewear, they may have been used as scrapers.

Great! Thank You very much! So, would they be made of chert? and I have seen some pictures of "heat treated chert" and they look similar in appearance but I really am clueless...
