Looks more like a filled die to me, since the Memorial side seems struck up well enough. Usually with these what happens is the die is full of grease which prevents it from striking fully. Always neat to find, not much value though.

I was looking thru error coins on ebay and even though people here say they have no value, people are still bidding on them. I have been tossing em back when I search coins, but not anymore. I saw a half clad kennedy half just sell for $8.50 on ebay.
