Well, you definitely get the crappy picture award! Your piece looks interesting (I think?), but so buried in shadowy obscurity, who knows?
How about some pictures in the sunlight from several different angles?

Looks at first like a pull handle but that second bar on top, kind of eliminates that idea. Are the insides of those holes threaded?

I'm thinking of a bar on top could be a homemade reinforcement someone welded on there. I don't know anything about boat motors but I know something has to link to it to steer them could this be it?
