The two little dots under the small c indicates that this together with the M is the abbreviation for Mac. Mac means "son of" in Scotland and Ireland. The last letter is a Capital C. I studied paleography while attending College. It is the interpretation of earlier and ancient writing and forms of writing. I use it a lot when reading historical documents in my search for my ancestors.
    The handle reads R. L. Mc C

Yup. Did you find it at a house site? You could check city directories or census for the name if you're interested. Kinda cool you've got first, middle and last initials, you could potentially match it up to a person, if the site helps pinpoint where he lived.
