Maybe something to do with sewing or knitting?

It's for tube knitting (tube shape) similar to making a pair of socks.

I’m going to say a portable game board. Probably Asian or European.

    I think it's for weaving.

I saw a presentation on TV recently about a particular artifact they've found in Roman occupied sites. It's a dodecahedron,
twelve sided device made of brass. It has a hole in every side and some are slightly larger that others. It also has raised pins
on the corners around the holes. It had puzzled the Archies for years as to it's purpose. Finally someone looked at it whose
hobby was weaving. He started working with it with yarn and figured out it was for weaving a pair of woolen gloves. The
round holes were used to size the glove for different size fingers. Sure enough they'd only been found in Northern sites.
