Found this lead bale seal, don't know much about them, but it's my first.
markings in the middle reads

on the outer rim reads
ADMINISTRATION DES DOUANE (some letters missing) used www.freetranslation.com to translate the french language.

Very nice lead seal and good job on the interpretation. Maybe cotton for France??
