Here is what I have gathered..

I believe this is an ELOI PERNET piece, although I am not 100% (95%). The makers mark is so faint that i cannot make any letters out. Does anyone have any ideas? What is the value? Has Deposet on the side of the magnifying glass, but no numbers anywhere. There is a small oblong shape near the diamond shaped mark also which I am sure signifies the purity of the silver - I just do not know what to make of it because it is so small and faint. It looks like a bean shape.

It looks like you have an Eloi coin loupe. I didn't see any like it when I searched but found knives, cigar cutters, key chains and bottle openers of similar design. Some were kinda spendy. Very high end stuff and pretty cool. I'd love to whip that out and use it at my next relic hunters meeting.

Please tell me where you found this. I had one just like it that was stolen in 2011 and I've been looking for it ever since. The person likely sold it to some shop in the central/northern New Jersey area.
It was my great grandfather's loup and I'd even be willing to purchase it if it is indeed the same one. The petina on the rim of the glass even looks the same.

The maker's mark is "DÉPOSÉ", and if you Google that, you'll find plenty of examples of their work.

EDIT: Here is a more recent example of a 5 Franc magnifying glass by Déposé.
