18K Dragon Pendant (Markings) - SOLVED

Been trying to do some research on the Makers Hallmark with no Luck, the C in the circle probably is a Copy Right Mark. From my searches, By U.S. law you can not put a Purity Stamp with out Makers Mark, usually with letters, this one is symbol? Any help would be appreciated.

This appears to be one of the marks of Chain & Charm, Inc., the Los Angeles firm of Cambodian jewelers Meang Chia and Cheo Chia. If so, it would be a fairly recent piece, as these marks were reportedly registered in the 1990's.
