1909 Double Dray licence plate

Found in Cobalt, Ontario while digging the old town dump. I know it was not issued in the area surrounding but do not know from where it originated from. Probably came to town with some one seeking their fortune in the silver boom. A similar plate but for a single dray was found by another digger many years later but he knows just as much as I do. Any help would be greatly appreciated.
