Yup... The shortage of cents which developed in the Fall of 1917 went on abated. As a consequence, this issue (at the time) set a record for the largest mintage of a single denomination at a single mint. In the '60s, it was still relatively common to find them in pocket change.

At the time WW1 was near ending, and with the abundance of spent shell canon casings, maybe back then someone had the foresight to recycle the copper. What was the going price of copper per pound around that time? I'll bet that in 1919 it had dropped to an all time low.
