hard to tell, definately MS... Not worth much more than 25c in my opinion, but i have some just like yours...

Too bad it isn't a 1983 P or D quarter.

Does anyone even save them i see 83's p and d's all the time id have hundreds if i started pulling them

The premium is only for mint state specimens. Perhaps an AU-58 grade would be the lowest grade that someone would be willing to pay a premium for. Uncirculated examples sell for about $25 each or approx. $900/roll. Anyone can find circulated examples. Finding mint state specimens is the challenge.
