I believe you are wanting to know if it is a 1999 WAM? If so then look at the back side of your coin and look at the "A" and "M" in America to see if the bottom of the letters almost touch or are spread apart. You can look it up on the web for pics while searching "1999 WAM penny"
I believe you are referring to the Copper plating separating or appearing as doubling around some of the letter and the Date. This is no more than a issue with the Copper Plating adhering to the Zinc core when it was applied and may have been helped along by Deterioration or wear on the Die.
