Very cool. Try soaking in apple cider vinegar for a week or two and wire brush it. Should clean up good.

The top one does look older. Check for a seam that runs along the top and down the cutting edge. The seam indicates that the axe head was poured and then folded by a blacksmith. Folding is the sign of a hand made axe head and a relatively easy dating method. Nice finds! H Digs
