Serious collectors desire to obtain coins as close to perfection as possible. Sometimes coins minted in large numbers may be quite rare in the higher grades therefore the higher price are justified.

Very good question! The 1982P mintage numbers are somewhat lower than the preceeding years (292+ million). The 1983P numbers are consisitent....escapes me. Perhaps they weren't collected in earnest at higher grades. This would be one explanation. They dies were remodeled in 1982 to strengthen the design, perhaps that may have something to do with it?

No proof coins minted in those years. You'll see the same issue with Quarters

The main reason is because the Mint issued no mint sets those years. Consequently there are fewer high grade mint state examples. 1983-P quarters are going for $12 in AU condition.
