A dog tag and some bullets

I went to two different places today. At an old farm i found this dog tax tag. Has anyone ever seen one like this? The bullets i found by the bay. They were all in one area, it must of been a target range or something. I was wondering what type of bullets they are.

some bullets appear to be .38 semi-wadcutters, the next to last does not.
