Altered stone- any ideas?

I found this worked, non-native stone in an early Archaic site we are currently digging. It is shaped like a modern day planer, but the bottom of the long side has what looks like peck marks. The notch is puzzling, as is the reason for the angle. The smaller end is smooth. Any ideas or experience with this lithic shape?

Normally I would agree. However, this is in sandy loam soil in a county with virtually no native rocks other than small iron ore. This was buried with some other artifacts about 3' down. It had some use, I'm just trying to figure out what it could have been used for.
