Maybe better pics will help but this will probably be one of those that people will say yes and no..... Really will come down to if he believes it is. To me it looks really rough and to be natural erosion

It would be helpful for you to add a quarter or something as a size reference.

Looks to me like a rock that water got into, water froze and expanded, rock chipped out. ...But then I'm no expert! What area was this found?

Looks like the rock is decomposing and and either a mineral deposit or fossils popped out.

There's a small recess to the right of the larger one where it looks the same thing happened.
