I can't say on age or value, but do remember one that my dad owned. His had a longer twisted shaft.
This was about sixty years ago and he called it a (yankee screwdriver). Maybe if you google yankee screwdriver, you may come up with some information.

I could be wrong on this but it looks like the top broken off one of those ash trays where you push down on the top(what you have) and then the plate you have snubbed your cigerette out on spins and makes the ash and butt disapear into the bottom chamber eliminating smoke and smell. The part you have looks as tho it has been broken off and someone may have sharpened it for the use of a screwdriver.

Why dont you put it in the What is it forum. They will surely tell you if it is indeed a screwdriver and what make if possible or another object
