Really no idea, but that is a super cool item.

How big is it, does it work without issues still, how heavy is it.

It's a yarn or twine ball holder, there was one like it in my great grandparents fish market for the twine to tie bundles with. I don't have a good idea of age on it though, actually I'm kind of surprised I recognized it, they and the market have been gone nearly 40 years now
