Dug one many years ago that looks just like it. Posted here on Tnet, it was said to be 19th century horse tack....hope this helps.

I've heard that too. But no one can seem to find an example of one like this.

Does the other side of it have an offset bar ?

It certainly does.

It has none of the characteristics of an 18th C Shoe Buckle, so that is easy to cross off the list.
It has all the characteristics of a 19th C Horse Harness Buckle - Brass with an off-set central bar. It could only be clearer if the pin was iron, which they often were, but many were copper-alloy, so cased closed.
