It has none of the characteristics of an 18th C Shoe Buckle, so that is easy to cross off the list.
It has all the characteristics of a 19th C Horse Harness Buckle - Brass with an off-set central bar. It could only be clearer if the pin was iron, which they often were, but many were copper-alloy, so cased closed.
