Not a shell casing, But a bullet. And without measurements from you, no way for anyone here to tell exzctly what Caliber it is.......................HH

It looks like a 38 caliber wad cutter, which it preferred for target shooting, or for small arms qualifying for Air Force officer(s), I don't know about the other services. as it punches a clean hole in the target. It would punch a hole close to the diameter of a wooden pencil.

The indention in the center may of been caused by being struck by smaller caliber bullet.

Agreed. It's definitely a wad cutter slug, the most common calibers are .38 and .357.
