Anyone know this material?

My dad picked up a box of points at an auction. Having fun seeing how much Info I can gather. The auction was se Kansas and the material isn’t totally foreign but it seems the rare stuff is common, common stuff not well represented, and some stuff like this one, that I’ve never found. Maybe it’s from Oklahoma/Texas? Or maybe north Kansas Nebraska? Anyone recognize this material? It may just be me but I kinda like it for being a uniface tool… between a scraper or adze/Celt I forget which has the bit centered.

Possibly, I’ll have to do some more searching later but this is kind of close, I’m hoping those red bands in it would be a dead give away to someone.
